Larvin Rengasamy is a Joint Managing Director in PEMANDU Associates and leads the business development activities, mainly in the Gulf Corporation Council (GCC) for PEMANDU Associates. Larvin had led the implementation of the economic diversification programme (Tanfeedh) in the Sultanate of Oman. Together with his team, Larvin worked with the Omani government to unlock the economic potential of the country’s eight crucial sectors – manufacturing, logistics, financial services, human capital development, tourism, fisheries, mining and energy to allow the Omani government to reduce its historical reliance on the oil & gas sector and diversified its economy. He is also currently working on the economic transformation programme in the Republic of Djibouti and was appointed as the Chief Operation Officer In PEMANDU Associates from October 2019 to March 2020. With PEMANDU, Larvin has also conducted numerous Labs on subsidy rationalisation, electrical and electronic sector, public service delivery and economic corridor transformation in Malaysia. His notable work in the firm includes leading the second wave of the Government Transformation Programme (GTP) for the government of Malaysia. Under Larvin’s leadership, the Malaysian government successfully delivered implementable programmes for six National Key Results Areas (NKRAs) and implemented the Ministerial Key Results Areas (MKRAs), as well as a structured performance review/appraisal process for all 30 Cabinet Ministries. He also headed the Programme Management Office and supervised a robust performance management and tracking system, along with key performance indicators monitoring dashboard for all the National Transformation projects/initiatives With close to two decades of experience in project management, Larvin previously led the operational improvement and business transformation programmes across Malaysia’s National Oil & Gas company specialising in both downstream and the upstream businesses. He also led an operational transformation project for the exploration arm in Abu Dhabi National Oil Company specialising in the implementation of innovation-based projects & initiatives. Larvin holds a Bachelor degree in Chemical Engineering from University Science Malaysia
